purple milkweed butterflies to get safe passage

This BBC story says that Taiwan is closing down a lane of a major highway and using nets and ultra violet lights in order to better facilitate the migration route of the Purple Milkweed Butterfly to its breeding grounds. The story doesn't say which highway or where, only that the butterflies are travelling from the south and need just 600 m of road space...

"Human beings need to coexist with the other species, even if they are tiny butterflies," Lee Thay-ming, of the National Freeway Bureau...
