Its called a "pepper steak" and is their specialty. I guess pepper on a pepper steak offends you. They also offered prime rib. Since the place was completely full of fat, prosperous Californians, I assume they were using American beef.
But perhaps you can confirm that indigent Texans are now forced to beg for scraps of Kiwi beef as they have spent their last pesos to see Die Hard IV and the Transformers movie this summer?
You marinate/add sauce to a steak for 1 of 2 reasons - 1) it has little or no taste and needs help i.e., the filet or 2)it's crappy beef and you need something to mask the stench while deluding yourself your eating steak (Taiwanese steaks). Oh, just thought of a third. You don't like the taste of good beef but want to enjoy the presting of ordering a steak - Del Rae pepper steak. Sort of a snob corallary to #2.
As to your second item, I cannot confirm anything because I have no idea what you mean.

BTW, it didn't look like a sauce - I'm not sure what it was the put on it. I ordered the prime rib.
Also, what about A1 and worcester sauce? Or chicken-fried steak?
